Hope someone is out there on this question as I see old unanswered msgs. On dual coil latching relay, how to switch back to "normal position" after relay is switched once.

I need some help with a voltage regulator . I built one already but it is a linear regulator and it is not energy efficient. I'm regulating a 12vdc source to 7.3vdc for a metal detector and it don't like any interference so maybe something in a switching regulator thats filtered . I'm a beginner in this electronics stuff so correct me if I'm wrong here or point me to a site that has plans or schematics . Email me for more specs.
